Restoring a very important old photo

The only photo which we have of Jo's father is badly damaged and we are hoping to be able to restore it somehow. The picture above is a scanned copy of a copy of his Thai ID card.

This restaurantion was done in Bangkok but is not very realistic and not very good. Hopefully we can find someone else being able to restore the original photo or we have to try ourselves with photoshop.
